NOTICE Regarding HOTMA Updates to PHA Administrative Plans
The Portsmouth Housing Authority’s Admissions and Continued Occupancy Policy (ACOP) and Administrative Plans will be amended for required updates based on a federal law, the Housing Opportunity Through Modernization Act of 2016 (HOTMA). This law contains new rules that limit the assets and property that families can have when applying to and, in some cases, participating in these housing programs. There are also new rules on deductions, income calculations, and interim processing. Portsmouth Housing Authority (PHA) will start using these rules by January 1, 2025.
